Wug.
Turns out the Cold War never ended and the Western block and Eastern block are still going at after all these years. Western Block agent 009-1(also known as Mylene Hoffman) is on the case, employing seduction, weapons (in... questionable locations), and good old-fashioned martial arts.
The characters in this have not gotten much, if any, development. If you're going to refer to everyone by numbers instead of names, you have to make sure everyone is distinctive. Two out of the four have no distinguishing voice (unless you count accents) or characteristics at all. Mylene's character seems to float here and there and really isn't compelling as yet. I'll admit the red head (still don't remember her number) is very interesting. She's unprofessional and likes to goof off, but she still cares about her team mates. But why would you develop a side character before doing anything to define your main? And why would you leave your one developed character out of the next episode?
The art is interesting for this show. The backgrounds have an iconic quality that give this show a very interesting mood. The character designs are interesting, and all of the bit characters have differentiating features. The main girls, however, look identical. They have a body type that is distinct from what one tends to see in other shows, and I'm glad that they tried something different. The women look much sturdier than what one tends to see, and it somewhat justifies the huge boobs. However, the girls seem to almost always be leaning forward, a stance that makes them look extremely awkward. The eyes lack much expressive power (some are entirely black), but I'm willing to let this go for the artistic originality.
Now for the dub. This is on Funimation's channel but I'm not sure whether it was they who dubbed it. If they did I am deeply disappointed. It is very wooden and the dialogue occasionally borders on non-sequiter.

Probably the worst thing about this show is it really, truly wants for you to take it seriously. Why is this a problem? We might start with the fact that Mylene has guns in her boobs (How does she aim? Or reload?). The biggest problem, however, is the show's inability to stake out a moral area. The second episode is an attempt at moral ambiguity, and that's nice and all, but it is paint-by-numbers moral ambiguity. It ends with Mylene asking (no one in particular) "Who was the monster here?" This could, maybe, have been a moving moment if we hadn't known the answer to this before we even SAW the mutant (it was a little girl, so of course). And this happens after an episode in which Mylene seduces a woman for information and then kills her *more* violently than she killed anyone else. If this series just decides to blow stuff up, or if it really knuckles down for some actual moral exploration, this could be passible. But as it is, the moral exploration is an after-thought thrown in to try and justify the random carnage. They just don't want to admit that the point of this pile is to watch Mylene (who looks like she's freezing) run around blowing stuff up.
Probably not going to watch more of this... it really isn't my thing.
